Construction and Engineering
This section serves as a central repository for Tollway engineering standards and publications.
Documents found on this site will principally be used by Tollway project managers to guide design section engineers and construction managers during design development and contract implementation. The most current and up-to-date documents adopted by the Tollway will be posted.
Goods and Services
All Illinois Tollway purchases are done in compliance with the Illinois Procurement Code.
Non-construction supplies and sercices are procured under the rules of the Joint Committee on Administrative Rules (JCAR). Construction procurements are completed under the rules of the Illinois Department of Transportation or the Illinois Capital Development Board.

Contract Compliance
The Illinois Tollway Contract Compliance Team is responsible for monitoring all compliance requirements applicable to the Tollway’s Disadvantaged Business Enterprise (DBE) Program, Business Enterprise Program (BEP), Veteran-Owned Small Business Enterprise Program (VOSB), Equal Employment Opportunity Program (EEO) and the State of Illinois Prevailing Wage requirements on Tollway awarded and administered contracts.

As an economic engine for the region, the Tollway provides small, diverse and veteran businesses and individuals with opportunities to grow and succeed through our training programs, strategic partnerships and investments in infrastructure.
Information Signage Guidelines
The Illinois Tollway receives numerous requests for traffic generator and specific service signs from various public and private entities along or near the Tollway system.
These signs include:
- Information Guide signs, commonly known as "blue board" signs, to direct travelers to lodging facilities and commercial tourist attractions at specific rural interchanges
- Recreational and Cultural Interest signs, commonly known as "brown board" signs, to direct travelers to attractions such as amusement parks, historical sites, museums, stadiums/arenas, auditoriums, zoos, racetracks, fairgrounds and state parks in both urban and rural areas
- Supplemental Guide signs identify facilities or points of interest that attract a sizable number of travelers such as major educational institutions, airports, transit facilities, law enforcement agencies, courthouses and municipalities
Permits and Utility Information
Permits are issued to control and monitor work and activities on our property that are not performed by or under contract with the Illinois Tollway.
